As Victorian London is over-filled with orphans living in poverty, stealing and begging, A charity worker comes up with the idea of sending some of these children to Canada where farmers need help and their wives need housemaids. The story is based on the real life of Annie MacPherson who began doing this long before Dr. Barnardo took up similar work. While some of the children landed in good homes, were well treated and educated. Others were abused and little more than slaves. They were known as British Home Children, but this term became an insult.
