Superintendent Chris Le Fanu returns from the Straits Settlements to find his Madras Indian Police Service colleagues struggling with an outbreak of Hindu-Muslim tension. This particularly affects his assistant, Muhammad Habibullah, who feels that Muslim interests are being ignored.
